Third step of four point strategy of the Association namely Education, Motivation, Donation and Recognition; is Blood Donation in outdoor camps. Since inception the Association pinned its faith on the maxim “If you want to get voluntary blood donors, take the donors’ bed as close to the donors as possible on their convenient date and time.”  The Voluntary blood donation scheme was introduced by State Govt. in Govt. Blood Banks on December 1, 1967. Prior to the there was no voluntary blood donation system in West Bengal. The Association was established on January 20, 1980, when in absence of any proper programme, the annual collection in the State in 1979 was a meager 2493 units. Only one blood bank used to go out and collect blood from outdoor camps.

The Association had to toil hard to cause Govt. order so that all Govt. Blood Banks have to go out to collect blood from outdoor camps. The Association with its systematic, scientific, sustained efforts to popularize blood donation in camps, the Association divided different community into different groups and motivated them to organise their camps spreading over the year on all days of the week. The Association also popularized the days of national, international, regional, organisational event, personal days as a days for blood donation camps, besides creating many days for blood donation by utilizing some tragic or humanitarian incidents like Frank Worrell Day, Football Lovers, Day, Hiroshima Day. Even an annual guidebook was published depicting everyday of the year is significant for some group or the other. The idea gathered momentum. Today in West Bengal 99.5% blood from voluntary donors is collected in outdoor camps, the highest by any state in Govt. Blood Banks. In West Bengal Blood Donation Camp has become a culture and a common people’s movement.
